I like them both and each would go with your rooms. I am personally not a fan of blue for dining but the cobalt is dark enough to be almost black.
Foods in general don’t look good in blue rooms. So, my recommendation would be to purchase one plate of each and then try them out in your rooms to see how you feel. Place some food on the plate and see which one looks the most appealing. I would concentrate on the room where you will be using them the most often.

No need… while eating nobody cares about the color of the dishes…
Dishes are for utilizing while eating only……..they really dont have to do anything with the kitchen or the dining room!!!

When a person stages their house to sell, it is the dining room that is focused on for color.

Is there a way to add accents of one color and use the other so that you have both colors utilized? I think you wouldn’t have to worry so much if the dishes look good in both places. Perhaps find placemats or a tablecloth that has both colors in it, seat cushions or pillows with both or one of the colors to tie the colors together. In my dining area, I have a dark blue rug that has sun patterns in it that has salmon, orange, green, etc. in it. It is bold looking, but I love it. The blue calms and holds the warm colors well.

On further reflection, how about buying some of both: orange and cobalt blue. It could be fun to be playful with the colors, unless that might feel/appear bothersome to you. It depends on your personality/taste. Good luck!
